Overview
The requested guide cannot be written as a factual Ghost of Yōtei location guide without inventing material.
Shakotan Peninsula is a real place in Hokkaidō, on the Sea of Japan coast west of Sapporo. It includes or lies near real communities such as Shakotan, Furubira, Kamoenai, Tomari and Yoichi, and is associated with the Niseko-Shakotan-Otaru Kaigan Quasi-National Park.
By contrast, Ghost of Yōtei presents a fictionalised version of Ezo, the historical name for Hokkaidō, and its setting is described by Sucker Punch as the lands surrounding Mount Yōtei. The officially described game world is not a one-to-one recreation of the whole of modern Hokkaidō.
No reliable source consulted places a named Shakotan Peninsula within that hierarchy.
