Overview
I could not find reliable evidence for a Ghost of Yōtei location officially named Monbetsu Coast. The available game maps, regional guides and walkthrough indexes consistently identify the game’s coastal endgame region as Oshima Coast, not Monbetsu Coast. The six principal base-game regions are listed as Yōtei Grasslands, Tokachi Range, Ishikari Plain, Nayoro Wilds, Teshio Ridge and Oshima Coast.
