Overview
Biei Hills is not presently documented as a canonical location in the base game of Ghost of Yōtei. The game’s documented open-world regions are Yōtei Grasslands, Tokachi Range, Ishikari Plain, Nayoro Wilds, Teshio Ridge and Oshima Coast, with Mount Yōtei treated as a smaller side area rather than a seventh full region.
The third interpretation is supported by published accounts of the game’s real-world inspirations. Biei is known for rolling farmland and winter scenery, and the area’s landscapes reportedly contributed to the look of Teshio Ridge. That does not establish an in-game place named Biei Hills.
